JSC “Sakrusenergo” invites you to participate in the price survey (competition) procedure
(Purchase object: leather shoes and rubber boots)
Tbilisi, June 7, 2023
1. JSC “Sakrusenergo” subsequently “purchaser” owns the funds for the purchase of the indicated goods. These funds will be used to secure a purchase agreement resulting from this procedure. The buyer is responsible for the implementation of the mentioned procedure in accordance with the established procedure, is authorized to select the invited persons, evaluate their applications and conclude a purchase agreement with him no later than 10 (ten) days after the winner is identified.
2. Based on the above, the buyer invites you to participate in the price inquiry (competition) procedure and please submit your application according to the following documents and forms:
a) application for participation (form N2);
b) information on technical compliance, prices and delivery schedule (form N3-N4);
c) The payment will be made within 10 (ten) calendar days after the delivery of the goods and the signing of the relevant acceptance-handover act.
d) If an advance is requested, it should not exceed 30% (thirty) of the contract value. The supplier is obliged to present (from a bank licensed by the National Bank of Georgia) an unconditional and unclaimable bank guarantee (a guarantee issued by an insurance company is not accepted) for the corresponding amount of the requested advance, the validity period of which must be 90 (ninety) calendar days longer than the term of delivery of the goods;
e) The bidder must meet the specified criteria and must submit the requested information and their supporting documentation:
• Notice that no debt is accrued to the budget;
• Notice that the property has not been seized;
• Notification that the company is not being liquidated or reorganized;
• Only those proposals that comply with the requirements defined by the technical assignment and the monetary parameters targeted for the buyer are subject to evaluation.
3. The application should be submitted in a sealed envelope to the following address:
St. Mark Bronstein’s N1, Procurement Department of JSC “Sakrusenergo”;
4. The application deadline is June 14, 2023 at 4:00 p.m. The application submitted after the mentioned deadline will not be considered;
5. The application will be evaluated in 2023. on June 14 at the following address: St. Mark Bronstein’s N1, JSC GE “Sakrusenergo” procurement service;
6. The application must be submitted in the Georgian language, in a closed envelope to the address specified in point 3;
7. Prices must be offered in national currency (proposals submitted in other currencies will not be considered);
8. Delivery is carried out in accordance with the information provided on prices and delivery terms;
9. The application is valid for at least 30 calendar days from the date of its submission;
10. The bidder is obliged to present a sample of the procurement object that must comply with the technical assignment;
11. The sample of the procurement object submitted by the bidder is not subject to clarification and will lead to disqualification of the bidder from the competitive procedures;

13. Evaluation of the received application is carried out according to the form “Technical compliance, prices and delivery times”. An application that does not comply with the conditions mentioned in paragraphs 2 and 3 and the monetary parameter determined for the purchase will be rejected as inconsistent with the requirements developed for the price inquiry (competition) procedure;
14. The winner will be considered and the procurement contract will be concluded between the procuring organization and the bidder who submitted the lowest price and which meets the requirements of the procuring organization.
The price of the goods must include all costs of the supplier including value added tax.
