Purchase object: replacement of intermediate masts of Р2 type N335, N336 and N337 with У2К+5 type angular masts in anchorage of 500 kV “Imereti” N330-N340 and replacement of damaged wires in the section between masts of 500 kV “Imereti” N328-N329

St. Tbilisi, July 29, 2022

1) JSC “Sakrusenergo” subsequently, the “purchaser” owns the funds for the purchase of the specified service. These funds will be used to secure a purchase agreement resulting from this procedure. The buyer is responsible for carrying out the mentioned procedure in accordance with the established procedure, is entitled to select the invited persons, evaluate their applications and conclude a purchase agreement with him no later than 15 calendar days after the winner is identified. The language of the contract is Georgian.
2. Based on the above, the buyer invites you to participate in the price inquiry (competition) procedure and please submit your application according to the following documents and forms:
a) application for participation (form N2);
b) information on technical compliance, prices and delivery schedule (form N3); (form N4);
c) Payment will be made according to the stages of performance of the works, within 10 (ten) calendar days after signing the relevant acceptance-handover act, advance payment is allowed. The amount of the requested advance should not exceed 50% of the contractual value. In case of an advance request, the supplier is obliged to present an unconditional bank guarantee issued by a licensed bank in Georgia (a guarantee issued by an insurance company is not accepted) for the corresponding amount of the requested advance, the validity period of which must be 90 (ninety) calendar days after the completion of the work.
d) After signing the contract, the supplier is obliged to provide an unconditional bank guarantee for the performance of the contract within 10 working days, in the amount of 3.5% of the contract value (the guarantee issued by the insurance company will not be accepted). The term of validity of which should be 90 (ninety) calendar days longer than the term of completion of the works stipulated in the contract.

The applicant must meet the specified criteria, must submit the requested information and its supporting documentation:

• a notice issued by the relevant authority that bankruptcy, liquidation or reorganization proceedings are not in progress for the applicant company;
• A certificate issued by the relevant authorized body that the applicant’s property is not seized.
• Notice from the relevant authorized body about the absence of debt to the budget.
f) Request for documents confirming the experience of the company and the technical staff employed in it and the existence of a material technical base:
• The bidder must have the experience of performing similar works, in particular, the experience of performing construction and reconstruction works of 220 kV and above power transmission lines during the last 10 years.
• Contracts and/or acceptance-handover acts signed for the completed works must be presented by the bidder.
• Contracts confirming the requested similar experience, the bidder can present in abbreviated form, which should include at least the following information:
(a) contracting parties;
(b) subject of the contract (detailed description of the procurement object, eg: technical order or other similar document, from which the content of the procurement object should be clearly defined);
(c) contract value;
(d) terms of contract signing, validity and execution of works;
(e) Signatures of the Parties.

• The bidder must present the organizational structure of the work production at the construction site, according to the numbers and qualifications of the employed workers;
• The bidder must provide information regarding the requested material and technical base, which must include copies of the contract and/or ownership documentation confirming the right to use the requested equipment during the construction period (the purchaser reserves the right to request the original and/or notarized copy of the document).

The requirement for the material technical base sets the minimum necessary for the timely implementation of the project, but does not give the bidder the right to appeal to this requirement if, during the construction, there is a need to mobilize more personnel and/or equipment to complete the project on time.
