JSC “Sakrusenergo” invites you to participate in the price survey (competition) procedure

Tbilisi, February 28, 2023.
1. JSC “Sakrusenergo” subsequently “purchaser” owns the funds for the purchase of the specified work. These funds will be used to ensure the performance of the purchase agreement concluded as a result of this procedure. In order to select the bidders, the buyer is authorized to evaluate their applications and conclude a purchase agreement with the winner no later than 10 days after the winner is identified.
The technical task of the competition envisages the performance of works that require the shutdown of the 500 kV power plant “Kartli-2” during the period of the planned works. The said shutdown has been agreed with the National Dispatch Center of Georgia. Taking into account the existing experience, it is possible to shorten the blackout period for a certain period of time and/or cancel it completely, depending on the state and public interests.
2. Based on the above, the buyer invites you to participate in the price inquiry (competition) procedure and please submit your application according to the following documents and attached forms:
a) application for participation, form N2 (attached);
b) technical assignment, terms of performance of works, form N3 (attached);
c) price table of works to be performed, form N4 (attached);
Advance payment is allowed. If an advance is requested, it should not exceed 30% of the contract value. The supplier is obliged to provide a bank guarantee (guarantee issued by an insurance company is not accepted) for the corresponding amount of the requested advance, the validity period of which should be 90 (ninety) calendar days longer than the term of performance of the work.
After signing the contract, the supplier is obliged to provide a guarantee of 3.5% of the value of the contract issued by a bank licensed in Georgia within 5 (five) banking days (the guarantee issued by the insurance company is not accepted). The term of validity of which should be 90 (ninety) calendar days longer than the term of performance of the work.
The applicant must meet the specified criteria, must submit the requested information and its supporting documentation:
• Notice that no debt is accrued to the budget;
• Notice that the property has not been seized;
• Notification that the company is not being liquidated or reorganized;
• Documentation confirming the experience of performing relevant (similar) works (as a contractor or sub-contractor), agreements and acceptance of handover acts;
• Information of the personnel employed at the works;
• About qualifications, including the relevant qualification group for electrical safety;
• Information about the right to dispose of machines and mechanisms necessary for the performance of works (specified in the technical assignment);
• Taking into account the above, the contractor must present the work production schedule for days – indicating the number of working crews, personnel (indicating the qualification group), necessary machinery and tools;
• The bidder should submit a proposal for the performance of the works as a result of the on-site visit and inspection, taking into account the scope and scale of the works;
• Only those proposals that respond to the conditions mentioned in point 2, correspond to the technical assignment and the monetary parameters for the procurement will be subject to evaluation.
3. The application should be submitted to the following address: St. Mark Bronstein’s N1, Procurement Service of JSC “Sakrusenergo”, Tbilisi.
4. The deadline for receiving the application is 2023. March 10, 4:00 p.m. The application submitted after the expiry of the mentioned term will not be considered.
5. Applications will be evaluated in 2023. on March 10 at the following address: St. Mark Bronstein’s N1, JSC GE “Sakrusenergo” procurement service.
6. The application must be submitted in the Georgian language to the address specified in point 5, in a sealed envelope, otherwise the proposal will not be considered.
7. Prices must be offered in national currency (offers submitted in other currencies will not be considered);
8. The application is valid for at least 30 calendar days from the date of its submission.
9. An application that does not meet the conditions mentioned in paragraph 2 of the application will be rejected as inconsistent with the requirements specified in the price inquiry (competition) procedure.
10. The winner will be considered and the purchase contract will be concluded between the procuring organization and the supplier who meets the requirements of the procuring organization and who submitted the lowest price.
