JSC “Sakrusenergo” invites you to participate in the price survey (competition) procedure
(Purchase object: Within the framework of the Orjachva 330 sq.m. “1.2 Gardabni” construction project, preparation of the resettlement action plan for the section from the Gardabani substation to the Georgia-Azerbaijan border

JSC “Sakrusenergo” subsequently “purchaser” owns the funds for the purchase of specified goods and services. These funds will be used to ensure the execution of the purchase agreement concluded as a result of this procedure. The buyer is responsible for carrying out the mentioned procedure in accordance with the established procedure, is authorized to select invited persons, evaluate their applications and conclude a purchase agreement with him no later than 10 days after the winner is identified.
Based on the above, the buyer invites you to participate in the price inquiry (competition) procedure and please submit your application according to the following documents and forms:
a) Application for participation (form N2);
b) information on technical compliance (form N3);
c) information on prices and delivery schedule (form N4);
d) If an advance is requested, it should not exceed 30% of the contract value. The supplier is obliged to provide a bank guarantee (the guarantee issued by the insurance company is not accepted) for the corresponding amount of the requested advance, the validity period of which should be 90 (ninety) calendar days longer than the term of performance of the work.
e) After signing the contract, the supplier is obliged to provide a bank guarantee for the performance of the contract within 5 banking days, in the amount of 3.5% of the contract value (the guarantee issued by the insurance company is not accepted). whose term of validity should be 90 (ninety) calendar days longer than the term of performance of work.
The applicant must meet the following requirements:
The company must have 3 (three) permanent base station GPS GNSS receivers included in the GEO-CORS system.
The bidder must have at least 3 (three) surveyors, who must possess the certificate of a person authorized to perform cadastral planning/surveying works, which will be issued by the “Unit National Accreditation Body – Accreditation Center” of a legal entity under public law, by an accredited entity in accordance with the requirements of Georgian legislation. .
During the last five (5) years (2015, 2016, 2017, 2018 and 2019), the bidder must have experience in preparing at least 3 resettlement action plans for the construction of high-voltage power lines within the framework of projects financed by international financial institutions (IFI) and/or donor organizations. . The consultant-bidder along with the tender proposal must submit the documentation/information confirming the mentioned information (for example: contracts with appropriate acceptance-handover acts or contracts with other documents confirming their execution or tender/CMR numbers where the transfer of money is confirmed or a link to the approved document published on the official website or other document/information confirming the provision of similar services).
The bidder – must have and/or have signed an agreement with a specialist (or company) with appropriate qualifications for the purpose of carrying out the assessment, who must possess a certificate of an appraiser of tangible and intangible property, which will be issued by the National Accreditation Agency – Accreditation Center, in accordance with the requirements of the Georgian legislation accordingly by the accredited entity. The minimum qualification requirements for an expert appraiser are: general work experience in tangible and intangible asset valuation for at least 5 years; Specific experience: At least 2 resettlement projects – assessment/audit of tangible and intangible assets, in accordance with the requirements of International Financial Institutions (IFI) and/or donor organizations.

The “Supplier” shall ensure strict confidentiality of all other information related to the resettlement action plan or the said project, except publicly available information.

The deadline for receiving applications is February 5, 2020 at 4 p.m. Applications submitted after the mentioned deadline will not be considered.

The received application is assessed according to the “Technical Compliance” and “Price and Delivery Schedule” forms.
